Hi Themostgaygaylesbiangay. Creating an article is usually a difficult task for new editors, so you might first want to get some experience by editing existing articles. To create one though, read WP:YFA. I would recommend the Article Wizard and AFC process. Hi! I am Valentin Sarić, composer and writer.

I have signed up for Wikipedia because I hoped that I could make my own article about myself. Well, I hoped I could do that in a way I did everywhere else (Spotify, Twitter, YouTube) in several short sentences, just to share my basic information with the world. After reading about your requirements, I wonder how can it be truly done. Because, it might seem I cannot be neutral, as it says in your requirements, and it also can seem that I, as a composer, even after creating several (symphonies, piano concertos, symphonic ballet fantasias and stabat mater) music works, that I am still not notable.

I think that should not be surprising, as I have not yet started to promote my work in any paid way. However, I am planning to soon.

So, I have these questions: What do you think, is it better for someone else to write about me (short biography), and if so, when? When I become "notable"? How will anyone recognise that I am "notable" enough to do that? And by the way, some modern young composers already have their wikipedia biography articles, no matter how much people might consider them notable or not. Please provide me some arguments here so I can understand who can write a biography and when, and/or does it have to be paid and how much, and why?

Anyway, if requirements for writing a biography that will not be considered relevant or notable are too numerous or too pricey, how is it likely that biography can be written and under which circumstances?

Further, can it be concluded that there is a real possibility that people might deem someone not notable and relevant if he or she does not have a wiki article written about them? From a psychological point? I am interested in that.

Again, I thought a short biography would be enough, just few short sentences. I consider that pretty neutral, without any further details.

Hello VIKTOR321S, and welcome to Wikipedia! It is good to know that you have read some policies and guidelines. So any article will have to meet the notability guidelines, more specifically WP:COMPOSER in your case. Apart from being neutral as you mentioned, the article has to be verifiable with reliable sources.
To answer your first question, yes, it is better for someone else to create your article, as autobiographies are discouraged. Note that an article about yourself may not be a good thing. You can read the page on notability (linked above) for a proper understanding. When your work is covered by reliable, independent and secondary sources, an editor may attempt to create an article.
Note that Wikipedia editors do not engage in paid editing. It is strongly discouraged.
You can create your own article yourself, though it is a difficult task. Please read WP:YFA. Then, use the Article Wizard, which leads to the AFC process. Before creating the article, be sure to declare your conflict of interest.
