Guideline and policy news

• A request for comment seeking to alleviate pressures on the request an account (ACC) process proposes either raising the account creation limit for extended confirmed editors or granting the account creator permission on request to new ACC tool users.

• In a related matter, the account throttle has been restored to six creations per day as the mitigation activity completed.

• The scope of CSD criterion G8 has been tightened such that the only redirects that it now applies to are those which target non-existent pages.
• The scope of CSD criterion G14 has been expanded slightly to include orphan "Foo (disambiguation)" redirects that target pages that are not disambiguation pages or pages that perform a disambiguation-like function (such as set index articles or lists).
• A request for comment seeks to determine whether Wikipedia:Office actions should be a policy page or an information page.

Technical news

• The Wikimedia Foundation's Community health initiative plans to design and build a new user reporting system to make it easier for people experiencing harassment and other forms of abuse to provide accurate information to the appropriate channel for action to be taken. Community feedback is invited.

Miscellaneous

• In February 2019, the Wikimedia Foundation (WMF) changed its office actions policy to include temporary and project-specific bans. The WMF exercised this new ability for the first time on the English Wikipedia on 10 June 2019 to temporarily ban and desysop Fram. This action has resulted in significant community discussion, a request for arbitration (permalink), and, either directly or indirectly, the resignations of numerous administrators and functionaries. The WMF Board of Trustees is aware of the situation, and discussions continue on a statement and a way forward. The Arbitration Committee has sent an open letter to the WMF Board.

• Sometimes pages load slowly for users routed to the Amsterdam data center. Investigation is in progress. [2]
• Wikidata query service was overloaded between 11:50 UTC until 13:15 UTC on June 24. It has been fixed. [3]

• You will be able to read but not to edit all wikis for a short amount of time, on 3 July at 06:00 (UTC). This is to move a database. [4]
• There is no deployment of a new version of MediaWiki on the wikis this week (calendar).

Recent changes

• For event organizers, if you request a temporary lift of the IP cap for mass account creation, this will now also raise the edit rate limit for those new accounts at the event, which will prevent another bottleneck. [5]
• Administrators at all Wiktionary, Wikivoyage, and Wikisource wikis are now able to use the new partial blocks feature. [6]

Changes later this week

• The new version of MediaWiki will be on test wikis and MediaWiki.org from 9 July. It will be on non-Wikipedia wikis and some Wikipedias from 10 July. It will be on all wikis from 11 July (calendar).
• The design of MediaWiki's software windows will change for desktop users. Layout will be simpler, buttons will be bolder and clearer, and close buttons will be just icons. This is like the mobile design. This will affect ContentTranslation, VisualEditor, TemplateWizard, and other tools. [7]

I do not know how to mass send notification to others involved, or if it is necessary, but I did mention the AFD and you might have interest. I am also notifying @Cbl62:, @DGG:, and @Paulmcdonald:, not because of any !votes but as admins likely to close, and opinions concerning inclusion or exclusion, at the location. • The mobile web will get more advanced editing tools. Seven more Wikipedias can use them now. This works for Arabic, Indonesian, Italian, Persian, Japanese, Spanish and Thai Wikipedia. You can try the tools on the mobile web and give feedback. [10]

• The abuse filter system user will soon do maintenance edits on broken abuse filters. This user is called Edit filter and has administrator rights. This is meant to fix technical problems. It will not do any other changes. You can read more.
• The new version of MediaWiki will be on test wikis and MediaWiki.org from 16 July. It will be on non-Wikipedia wikis and some Wikipedias from 17 July. It will be on all wikis from 18 July (calendar).

• You can join the technical advice meeting on IRC. During the meeting, volunteer developers can ask for advice. The meeting will be on 17 July at 15:00 (UTC). See how to join.

Future changes

• The Wikipedia app for Android will invite users to add image captions to images on Commons. It will only invite users who have added a number of edits in the app without being reverted. This is to avoid spam and bad edits. You can read more and leave feedback. [11]

• The release of the last version of MediaWiki (1.34.0-wmf.14) has been blocked for groups 1 and 2. [13]

• Phabricator database will be moved to a different server. Writes will be blocked on Thursday 25 July, between 05:30 and 06:00 AM UTC. Reads will remain unaffected. [14]
• The new version of MediaWiki will be on test wikis and MediaWiki.org from 23 July. It will be on non-Wikipedia wikis and some Wikipedias from 24 July. It will be on all wikis from 25 July (calendar).

Future changes

• Users who edit from IP addresses whitelisted on a request for temporary lift of the IP cap for mass account creation will bypass CAPTCHAs. This will happen in August. If you think this should not happen for some reason, please let us know.
• The variable user_wpzero will be removed from AbuseFilter. A list of filters needing a fix is provided.

WP:NCTV dispute tag

I just noticed your edit to WP:NCTV. What exactly is that based on? I can't recall any dispute discussion on this matter on the page. The last proposed change was by me if I'm not mistaken. --Gonnym (talk) 21:13, 24 July 2019 (UTC)

It's based on Wikipedia talk:Naming conventions (television)/Archive 15#Additional disambiguation. As written, NCTV appears to mandate Winterfell (Game of Thrones) rather than Winterfell (Game of Thrones episode) since the location of Winterfell doesn't have its own article (despite being a primary redirect), but a consensus of people have agreed that it is nonsensical in this case, and so the guideline should be changed to reflect reality. If you have a suggested wording I'm all ears, and we can restart that conversation. -- King of ♥ ♦ ♣ ♠ 02:07, 25 July 2019 (UTC)

Well, we don't want to put it in such absolute terms. Your suggested change, taken literally, would mean that Death (South Park) would have to be at Death (South Park episode) to accommodate the one-off character who appears only in that episode. We would either need to specify a list of exceptions (keeping in mind that "no exceptions" is too narrow and "has its own page" is too broad), or hedge and say that disambiguating using element type is merely a possible choice to be applied with discretion. -- King of ♥ ♦ ♣ ♠ 13:35, 25 July 2019 (UTC)

And so? What harm will come from that death episode moving? This follows exactly WP:INCDAB. There is no primary topic for a qualifier, so for any given series, the same name can, and would, be equally ambiguous. That's your opinion though. Netoholic occupies the opposite ground, for example. I'm somewhere in the middle, but probably closer to your position than his. While a good editor, he is known for not allowing any change to go into the guideline. On the other hand, "my" opinion is backed up by RMs and NCTV discussion on this subject that that have shown that editors (a) don't think incomplete disambiguation can be a primary of anything and (b) that for the same TV series, same name topics should be disambiguated - taking these two together produces the only logical conclusion - anything else is just beating around the bush. Unrelated to whether we'll reach a conclusion here, could you please edit NCTV and place your tag in the correct sub-section, as your issue is with the 2nd part (Where the title is the same as an episode... and not the whole section. Sockpuppetry

ダルメーター, who is the suspected sockmaster at Wikipedia:Sockpuppet investigations/ダルメーター, became active again. At Category talk:Wikipedia sockpuppets of ドグリ (PermaLink), another user from the Japanese Wikipedia has recently expressed concern about his sockpuppetry, claiming that ダルメーター is the same person as ドグリ, who has been indefinitely blocked for sockpuppetry in the English Wikipedia (Wikipedia:Sockpuppet investigations/ドグリ). In the Japanese Wikipedia, ダルメーター admits that he is the same person as Q3opsp (Diff), and Q3opsp admits that he is the same person as ドグリ (Diff). As seen at ja:Wikipedia:進行中の荒らし行為/長期/ダルメーター (LTA case page on ダルメーター), he has created dozens of sockpuppets since 2016, and ドグリ has been blocked as one of his sockpuppets in the Japanese Wikipedia. I think the situation has changed since you closed the SPI in 2017 and WP:ILLEGIT applies here. Can I ask you to block the user? Regards, 153.214.224.98 (talk) 09:49, 27 July 2019 (UTC)
