Deferred to Jayjg (talk), who is a checkuser (see m:Checkuser and Special:Listusers/checkuser), meaning this is possibly a block based on IP data. As such, I have left Jayjg a note requesting his input here. Although this is not "specifically" a RFCU case, fellow administrators please note this. Keeppower, if you have not recieved a response within 3 days from Jayjg, please repost {{unblock}} below this request (don't overwrite it) to readd this request to those requiring review. The developer team at Wikimedia is making some changes to how accounts work, as part of our on-going efforts to provide new and better tools for our users like cross-wiki notifications. These changes will mean you have the same account name everywhere.
