You created the article again to ask why it was deleted. You appear to have overlooked the instruction you received above, twice, to contest the deletion of the article on its Talk page. That would have been the place to ask. For now, you can ask the administrator who deleted it, at User talk:Athaenara.

Barchart.com tips

In the opinion of myself and some other editors, the article in question (Barchart.com) does not indicate it's significance. I would recommend you look at WP:NOTE. Also, the page seems to promote the company and it's services, a violation of Wikipedia's policy on advertisement, the criteria for which you can find at WP:PROMOTION. So you see, the information you have presented may be correct, but not appropriate for an encyclopedia. I would also like to mention that you have recreated this article multiple times, and continuing to do so may lead to the page being WP:SALT, or blocked from being created in the future pending approval.
