- All the account's edits have all been made by your brother, in which case please see the above request decline - you cannot take over an account used by someone else.
- The account has been used by two of you, and one of you is clearly a vandal. That means the account is considered compromised and cannot be unblocked - we have no way of knowing who is in control of the account and cannot tell, for example, whether this is really you or your vandal brother talking now.
