Are there any claims, or frames, that appear heavily biased toward a particular position? -It appears that the article is heavily biased towards the perspectives of those who own the refinery. The article fails to take into account the perspectives of the people in Richmond who live near the refinery.

Are there viewpoints that are overrepresented, or underrepresented? -The viewpoint of the people of Richmond who live in close proximity to the area is definitely underrepresented. While there are talks bout history, growth, and modernization, it fails to take into account how the air pollution in the area may overall affect those in that community.
