Nationality law

I took out the Latin because there is a movement amongst progressive lawyers here in the US to to do so; it's part of a larger movement to demystify legal documents. There must be a similar trend in L., since that law, at least, has no jargon in it. Will try to expand the article a little this morning, including the dual issue and newer developments.
