Judging by the history of the IBM Directory Server page, you added the information that the product is free. Where did you get this information? Official product pages state otherwise (100+ EUR per value unit).
It seems IBM has stopped the free distribution of the newer versions of Directory Server. You can still get version 3.2.1 and 3.2.2 for free, and even 4.1 but only for Linux on z/OS. If you go to IBM Software Downloads, No-Charge Products and Tools, and search for "Directory Server", you can download these packages.
