Conflict of interest?

As far as Wikipedia is concerned conflict of interest (COI) is not about actual bias. It is about a person's roles and relationships, and the tendency to bias that some may naturally assume exists when roles conflict. That someone has a conflict of interest is a description of a situation. It is not a judgement about that person's state of mind or integrity.

COI editing such as this is strongly discouraged. It undermines the public's confidence in Wikipedia, and risks causing public embarrassment. If it causes disruption, accounts may be blocked. Editors with a financial conflict of interest including, I would venture to suggest, paid employees of a particular government department, are advised not to edit affected articles. They may suggest changes on the discussion page for the article (eg: Talk:Irish passport) and must disclose their COI.

The claim that you own the copyright in the logo of an Irish Government department is laughable. I also very much doubt that you had the formal permission of your department to upload File:Department-of-Foreign-Affairs.png under the Creative Commons Attribution-Share Alike 4.0 International license.
