Charles E Hardy

When the page got speedy deleted (by an admin), it meant that the page was not worth creating. You are crossing the limits bordering vandalism when you try to recreate the same page again within the same day.  A m i t  웃   18:30, 7 October 2013 (UTC)

I recreated the page since it does not meet the criteria for a speedy deletion. This person has relevance to the field of civil engineering [comparable to Henry Liu: https://en.wikipedia.org/wiki/Henry_Liu_(civil_engineer)]. The article is a work in progress, only a backbone to which others knowledgeable of the subject will add to over time.
