I recreated the page since it does not meet the criteria for a speedy deletion. This person has relevance to the field of civil engineering [comparable to Henry Liu: https://en.wikipedia.org/wiki/Henry_Liu_(civil_engineer)]. The article is a work in progress, only a backbone to which others knowledgeable of the subject will add to over time.
