History of Surigao Norte People's Initiative Developmet Association (A World Vision Assisted Project)
Surigao del Norte is located in the northeastern part of the island of Mindanao in the Philippines. Surigao del Norte province is part of Region 13 known as “Caraga Region” and is bounded in the north and the east by the Pacific Ocean, in the south by the provinces of Agusan del Norte and Surigao del Sur, and in the west by Surigao Strait. The province has total land area of 288,905 hectares. Surigao del Norte is divided in two political districts with 27 municipalities and a total of inclusive 434 barangays with Surigao City as its capital. It is the only province in Mindanao that is perennially affected by natural calamities, especially typhoon since its location being along the Pacific Ocean. Its location is also of strategic importance to the development of the country. It is one of the remaining provinces in the Philippines with good aquamarine and wildlife habitat/sanctuaries that can provide a learning venue for other provinces in the restoration and preservation of land and sea resources. It also offers great potentials in agricultural production due to its vast arable lands suitable for rice and corn crops.
Surigao Mainland Development Association (SMDA.) has started its ministry for poor children in Surigao Del Norte way back 1996. It was purely manage by volunteers ( 9 BOT and number of community volunteers) .
In year 2000, SAC and SMDA, together with World Vision, formulated its ADP Design, which covered the fiscal years 2001 –2005. The whole concept of ADP and the design has been anchored on the Isaiah 65 vision. Through the design, ADP - Surigao Norte, covering 28 communities in 10 municipalities, hopes to improve the quality of life of 11,419 children and families through transformational development, specifically through community-based health initiatives, leaders capacity building, micro enterprise development, coastal resource management, education and Christian nurture.
There was the confirmed mismanagement of resources on the part of SAC. So the partnership between the WVDF and SAC was terminated in 2001. The developments that were started in the island continued because they were adopted by SMDA in 2002.
In 2002, the ADP underwent a major re-organization process as part of its long-term direction and was able to establish a provincial wide people’s organization consisting of both the mainland and the island communities as coverage. The new people’s organization is called Surigao Norte People’s Initiative Development Association or SNPIDA. A new structure was also designed to effectively manage both the mainland and island communities with corresponding people support.
More than 2 years had past, SNPIDA have implemented in the ADP major projects that focuses on education and health for the sponsored children, rehabilitation of houses primarily intended for protection of families, water development in the assisted communities, and regular capacity building both for community leaders and staff. It is also noteworthy to mentioned the integration of the word of God in its processes which was hoped to inspire every man, woman and child to have better and transformed lives
The past 12 years had been very significant to both World Vision and to the eight covered municipalities for it provided valuable learning experience in the fields of community and organizational development.
