Caught by an open proxy block but this host or IP is not an open proxy. My IP address is 200.135.49.253. It is a legitimate address used by everybody on Federal University of Fronteira Sul networks, in where I am this moment. The block affects every student, faculty, staff and visitor of the university. Decline reason:

Procedural decline as I can as a practical matter only lift a block on your account, and since there isn't one I can't unblock. The proxy block on the FUFS IPs is no reflection on what kind of people use it and their intent. It may have something to do with how the IT staff have configured it that sets off the proxy detector here. You could, I suppose, take it up with them.
