It looks like some IPs in the same range as you have been used as "residential" proxies (since they are in a residential IP range) by proxyrack. It seems probable that some IPs in this range would therefore not be proxies. @Yamla: would you be alright with granting this user IPBE for the duration of your block? They don't need IPBE, they've been able to edit since making this request. However, if you disagree (or, say, they provide a reasonable explanation why they'd need it), I have no objections to you granting that. Huh, well, I'll decline the request since it seems like the block is no longer an issue (I'm guessing their ISP changes their customers' IPs pretty regularly).
