What you have to do about this is to rewrite the text. It should not be just the communique itslef, but about it. The web site claims "All Rights Reserved" which means no copying is permitted. I will delete the communique text but leave a shell article. If you control the http://geo-change.org/ web site you can change the all rights reserved to a CC-BY-SA-3.0 license or something free to allow its use.
