Removed final sentence re "Who defines a crime ..."

The remainder of the new section Gov. Legal Inquires was condensed from the newly referenced Forbes paper which I read as legal analysis. In there, should I have used some "Blockquotes" and ref'd each specific paragraph back to Forbes.

ok thanks for explaining - edit summary location is not easy to read - not suggesting vandalism - the more appropriate location for reasoning or explanation is on a talk page not edit summary - where explanations that go too long get lost - JarrahTree 14:06, 18 April 2018 (UTC)
