An English language version of the article can be referenced with the "outside" references used in the Hebrew language Wikipedia. The refs are essential. A potential problem is that each Wikipedia sets its standards as to what are reliable source referencs, so what was sufficient in Hebrew will not be in English. But first, copy over all the Hebrew refs and insert them into the tranlated draft. In your Edit summary, state that you are doing this.
