Thanks for the quick reply! I can't really comment on the speed at Wikipedia:Requested articles because that's not an area in which I volunteer. However, it's not true that only an admin can create the article – a user needs to be part of the autoconfirmed group, which is granted automatically when a user has been active for four days and has made ten edits. The Wikipedia:Articles for creation process is probably your best bet, and will involve other editors in the creation process to ensure that prospective articles meet the relevant criteria and policies. I will reiterate that although you have provided a number of sources, I do not have time to look into them or the subject matter, nor do I have the time to write an article outside of my usual area of knowledge and interest.
