It's designed to give new editors more guidance when making new articles, instead of making you go through the frustrating process of seeing your work get deleted right away. I'm sure your intentions are good: but Wikipedia is an encyclopedia, not a newspaper or a police blotter. You are creating articles about non-notable recent events that will not be remembered a week from now by anybody but the perpetrators, the victims and the police. Wikipedia is not a newspaper edit

Wikipedia has an official policy on the kind of articles you seem inclined to write:

News reports. Wikipedia considers the enduring notability of persons and events. While news coverage can be useful source material for encyclopedic topics, most newsworthy events do not qualify for inclusion. For example, routine news reporting on things like announcements, sports, or celebrities is not a sufficient basis for inclusion in the encyclopedia. While including information on recent developments is sometimes appropriate, breaking news should not be emphasized or otherwise treated differently from other information. Timely news subjects not suitable for Wikipedia may be suitable for our sister project Wikinews.”

In other words although a murder may be notable, few murders have the enduring notabilility that makes them encyclopedic.
