  Comment: This user has also claimed to regret his actions several times and was unblocked on eswiki as a result. Right now, he is back on his scheme of creating stubs and has uploaded several images as own work which some are clearly taken from internet pages. To the admin who takes on this request, please review his history on sister projects, on eswiki after several "apologies", he keeps doing the same thing he keeps apologizing for.
