← It's taken me a while, but you can now configure which CSD notices should also show a welcome message if the user page doesn't yet exist. In the end I didn't create a checkbox for that since it would only ever have an effect if the user talk page doesn't yet exist. Checking the talk page beforehand would create an unnecessary delay, asking for feedback later on would probably be a bother too; what you can do instead is use the TwinkleConfig.welcomeUserOnSpeedyDeletionNotification option to configure which CSD criteria do add the {{firstarticle if new}} notice. Place

TwinkleConfig.welcomeUserOnSpeedyDeletionNotification = [];

Speedy deletion of File:Mickve.jpg edit
