Request reason:
I believe that you have blocked me because of the action of some person unknown to me who uses a shared ISP. I can do nothing about that, but if I could edit from another ISP that would be appreciated. blocking me wherever I log in is not helpful. You will see that my edit history when logged in poses no problems.
Decline reason:
