hi, I have created this page, because I attended the launch party of this Fringe Festival last night. I think it is a great thing, especially because there is no other festival around in that area, I live in Spain myself, but love the idea. I have artistic friends who think the same. My name is Anna Moors, and I am not connected to the Organizers of that Festival. If you think the way I wrote it is supposed to be advertisement, I am sorry. I just think it would be a shame not to let people know that Europe just got one Fringe Festival richer. If you have any questions, pls contact me: (email removed). Sorry, Anna, but Wikipedia isn't for 'letting people know' about things. This is an encyclopaedia, and until things are regarded as notable, they don't get articles. I don't think there is a specific policy for fringe festivals, but WP:GNG will do for now. And to prove notability, it's reliable independent sources WP:RS. As the festival hasn't taken place yet, and isn't a second or third one, I'm afraid that WP:CRYSTAL comes in too - that's 'crystal ball' about the unknown future. As the thing hasn't happened, talking about it is regarded as promoting it - especially with your choice of username. As that appears to represent an organisation (even if it doesn't...), it will have to stay blocked, but you can ask for unblocking for a change of name. This won't allow the re-creation of the article - not until it is shown to be notable enough. I'll look for the right template to use as it's not on your blocking notice.
