Decline reason:

One obvious issue I see is some strange editing spells in which you make and revert multiple tiny changes in quick succession. For example, this sequence of around 40 edits which resulted in no change. And this sequence of 17 edits, and this sequence on your talk page. That's disruptive. Stating that you have OCD does not assure me that the disruptive behavior you engaged in would not occur in the future if you are unblocked. If your condition affects your ability to edit or your ability to control yourself, you must remain blocked to protect Wikipedia from disruptive edits like those Boing! points out above.
