The noticeboard is also where I would recommend posting a message if you want an administrator to perform a task not listed at Wikipedia:Requests for sysop attention, which changing and/or protecting passwords does not appear to be. There isn't a policy against it AFAIK. But anything done under such a public account is probably a little less accountable than things done under an IP address, so it should count for even less when voting, for example. See user talk:andrewa#Regarding my vote in Category Eating Behaviors.
