Ok, first of all can you stop WP:SHOUTING on my talk page please? I am not saying an article about William Mersey cannot be created. If there is significant coverage in multiple reliable, independent sources then it can, provided it is not entirely negative and complies with the biographies of living persons policy. You will need a lot more than that one link. The draft was deleted because it had no references at all in it. Furthermore... you should NOT go round adding material to people's user pages. See the tab at the top marked "talk"? That is for talking.
