The following wording is unquestionably promotional:

Add to this that there are no independent references within the article and thus no evidence for any of these claims, and you should be able to see why this article is inappropriate. Add to this that this is the second time this article has been created with the same wording under different user names and you will understand my concern that you are even asking the question!
