Speedy deletion nomination of File:Ruberwa Image.jpeg

A tag has been placed on File:Ruberwa Image.jpeg requesting that it be speedily deleted from Wikipedia. Thanks for uploading File:Azarias Ruberwa3.jpg. I noticed that this file is being used under a claim of fair use. However, I think that the way it is being used fails the first non-free content criterion. This criterion states that files used under claims of fair use may have no free equivalent; in other words, if the file could be adequately covered by a freely-licensed file or by text alone, then it may not be used on Wikipedia. If you believe this file is not replaceable, please:

1. Go to the file description page and add the text {{Di-replaceable fair use disputed|<your reason>}} below the original replaceable fair use template, replacing <your reason> with a short explanation of why the file is not replaceable.
2. On the file discussion page, write a full explanation of why you believe the file is not replaceable.

Hi, I'm RonBot, a script that checks new non-free file uploads. I have found that the subject image that you recently uploaded was more than 5% in excess of the Non-free content guideline size of 100,000 pixels. I have tagged the image for a standard reduction, which (for jpg/gif/png/svg files) normally happens within a day. Please check the reduced image, and make sure that the image is not excessively corrupted. Other files will be added to Category:Wikipedia non-free file size reduction requests for manual processing. There is a full seven-day period before the original oversized image will be hidden; during that time you might want to consider editing the original image yourself (perhaps an initial crop to allow a smaller reduction or none at all). A formula for the calculation of the desired size can be found at WP:Image resolution, along with instructions on how to tag the image in the rare cases that it requires an oversized image (typically about 0.2% of non-free uploads are tagged as necessarily oversized). I'll answer the question you posted about "fair use" at User talk:74.96.146.233 to keep everything together. I suggest you stop using the IP account as much as possible and stick to using this account when you edit.

"Fair use" and "non-free content" are similar, but different concepts. "Fair use" (or "fair dealing") are legal concepts that some countries apply to their respective copyright laws, while "non-free content" relates to the use of copyrighted content on Wikipedia only. As explained in WP:NFC#Background, Wikipedia's non-free content use policy is much more restrictive than "fair use" by design, and it's this policy which needs to be complied with every time a non-free file is used on Wikipedia.

This policy is based upon a Wikimedia Foundation resolution and tries to keep non-free use on Wikipedia as minimal as possible, with it only really being allowed for exceptional cases where there are really no reasonable free alternatives to using non-free content. There are ten non-free content use criteria which need to be satisfied each time non-free content is used. One of these in WP:NFCC#1 which states a free equivalent should be used whenever possible and the long-standing consensus has been to not allow any non-free images of living persons to be used as long as it's considered reasonable for a free equivalent to be found or created which can serve the same encyclopedic purposes as non-free photo. A free equivalent doesn't need to currently exist or even be created by the person wanting to upload the non-free image; as long as it's deemed reasonable that someone somwhere can someday create a free equivalent, a non-free image is never going to be allowed. Most well-known public figures can be expected to appear publically somewhere sometime which means that there's always going to be an opportunity for someone to take their photo and then upload it to Wikipedia (or Wikimedia Commons) under a free license. This is basically why a non-free image of Ruberwa is pretty much never going to be allowed.

If you disagree that this file is not "replaceable non-free use", follow the template's instructions and use {{di-replaceable fair use disputed}} to explain why. Add this template to the file's page so that the administrator reviewing the speedy deletion template I added is aware of that you're contesting the deletion. The administrator will then decide if deleting the file is appropriate per relevant Wikipedia policies or guidelines or whether further discussion is needed. -- Marchjuly (talk) 01:37, 9 April 2019 (UTC)

Conflict of interest editing

Hello Eagle439. The nature of your edits gives the impression you have an undisclosed financial stake in promoting a topic, such as the edit you made to Azarias Ruberwa, but you have not complied with Wikipedia's mandatory paid editing disclosure requirements. Paid advocacy is a category of conflict of interest (COI) editing that involves being compensated by a person, group, company or organization to use Wikipedia to promote their interests. Undisclosed paid advocacy is prohibited by our policies on neutral point of view and what Wikipedia is not, and is an especially egregious type of COI; the Wikimedia Foundation regards it as a "black hat" practice akin to black-hat SEO.

Paid advocates are very strongly discouraged from direct article editing, and should instead propose changes on the talk page of the article in question if an article exists, and if it does not, from attempting to write an article at all. At best, any proposed article creation should be submitted through the articles for creation process, rather than directly.

Please carefully read Wikipedia:Paid-contribution disclosure and Wikipedia:Plain and simple conflict of interest guide and make sure you comply with relevant Wikipedia policies and guidelines when you edit any content anywhere on Wikipedia about Ruberwa. Hi Marchjuly-- I would like to let you know that I deleted the part about me being a social media manager for Mr. Ruberwa. That was not accurate. I mistakenly wrote that because I was having trouble getting a picture up on his Wikipedia. I apologize I am new to this site. However, I categorically deny that I have gotten any payments whatsoever from him or his associates/affiliates, etc. I am not affiliated with him on a professional level whatsoever. All of my research has been done from a purely independent perspective. Please let me know if there's anything else you need from me to prove that I am not currently nor have I ever been paid for my work on his Wikipedia page. Eagle439 (talk) 23:41, 8 April 2019 (UTC)

Since you've stated you're 74.96.146.233 here, please try to remember to log in whenever you edit. This makes it easier for others to know it's actually you who's editing what and when, and also will help others avoid mistakening your edits for scok puppetry. In addition, an IP address can be geo-located by pretty much anyone who want to do so, while a registered account cannot; so, an IP address is actually less anonymoous than a registered account. There are certain cases where editing using multiple accounts is allowed, but you need to be really careful when you do so.

As for your connection to Ruberwa, you really shouldn't make any more similar claims on any more Wikipedia pages because it can give others the impression of a WP:APPARENTCOI. Based on what you posted above, you will be given the benefit of doubt; you should, however, also be aware that there are some pretty experienced Wikipedians who are quite adept at sorting out whether there's really a conflict of interest. The fact all of your edits so far have pretty much been to the same article or about content related to Ruberwa combine with your now retracted COI declaration is going likely to be viewed suspciously by much of the Wikipedia community. I'll remove the template from the article and the article talk page as a show of good faith, but another editor may disagree and decide to re-add them. Marchjuly Your point on not using my IP address is well taken. I will make sure to double/triple check from now on. Also, thank you for giving me the benefit of doubt. To answer your question on why all my edits have only been on Ruberwa, it is because most of my (leisurely) research, the past few years, have been on the wars in the Congo and specifically on the Banyamulenge community, of which Ruberwa is a part of. Please be careful that statements like I hope to start adding more insights from my research on the Banyamulenge community wiki page in the near future do get misconstrued as Wikipedia:No original research since that's probably the first thing an experienced editor is going to think when they see it. In addition, be aware of WP:EXPERT and WP:SELFCITE if you're going to try and incorporate your own research into any articles; it's not impossible to do such a thing, but it tends to be viewed skeptically by the Wikipedia Community at large, especially if you're not a well-established and highly respected researcher in your field. Finally, being a WP:SPA is not necessarily a bad thing, but you can learn a lot about Wikipedia editing and how Wikipedia's various policies and guidelines are applied by moving outside a limited scope and trying to edit articles, even ones which you might not have a lot of interest in, that might need work. Just trying fix something as simple as spelling errors, etc. can be a good way of better learning how Wikipedia works. -- Marchjuly (talk) 21:47, 9 April 2019 (UTC)
