WVTC students boycott classes

About 400 students at the Windhoek Vocational Training Centre boycotted classes yesterday, demanding that their financial and academic grievances be addressed by the management, who they accused of corruption’’ reported by Shinovene Immanuel of The Namibian newspaper. Trainees demonstrated and blocked the entrance to the vocational centre as they had a list of demands to be met before they continued with classes. Rabbi Kalomo, the students’ spokesperson said they were not happy with how their student’s loans from government were used. Students automatically receive study loans from the Ministry of education’s Namibia Financial Assistance Fund (NSFAF) which pay for costs such as registration fees, books, toolboxes, tuition fees, attachments, protective clothing and accommodation. Students are demanding that their paying hostel fees from their pockets while they have loans, adding that they don’t get transport allowances which are stipulated in the loan deal.

According to the SRC the loans amount of N$21000 awarded per students but the management lied to them that they only received N$8000 from the state. They also demanded answer on why money from their loans is used by the institution to pay the vocational centre’s staffs members. Students pointed that they are sharing small stoves, three people sleep on one bed and due to the lack of accommodation, and there is a lot of squatting at the hostels. The newspaper wrote that Paulus Haukongo, the principal at WVTC, observed students toy-toying back and forth while speaking on the mobile phone in his white Land Lover outside the campus. Apparently Haukongo said the students misunderstood their loan structure. One of the staff said “whatever income we get in terms of our fee structure: the government grants and contribution from private sector are used to pay costs managed at the center, including paying staffs”

The principal gave the media a two page response the instruction earlier gave to students about their grievances. According to the management, the fee structure requires a total amount which is higher than the allocation from the loan to study at the WVTC. The students also asked why they are not paid for the tender they work. The management responded to them in writing, saying they are not against rewarding them for their work but a formal procedure, headed by their senior instructors, should be followed. The principal admitted that they have a hostel problem and said plans were afoot to extend it. The matter of the WVTC must be taken into consideration and should be addressed for the benefits of the students.
