Tagging articles for relevancy to the project is only part of the deal. The tag also assesses the article for quality and importance. This importance and quality varies from article to article. Simply slapping the tag down doesn't help unless you look at the article and judge its quality and importance. Moreover, Wikiproject Piracy is an inactive project, so it doesn't really help much.
