Deleted page

I've come here to explain a little bit about why the page kept getting deleted. The long and short of it is that Chapa does not pass our notability guidelines per WP:BIO. I didn't see where he had gained coverage in reliable sources (newspaper articles, news shows, and so on per WP:RS), which is absolutely necessary for notability. While he does sound like an admirable person, unfortunately we still have to have that coverage. I can also understand your frustration with the idea that we can have articles for trashy "celebrities", murderers, extortionists, and other people who do not seem to have made any positive contributions to the world, but in those instances the persons in question have received enough coverage to pass GNG.
