The Sutton-in-Ashfield article isn't blocked. If you look at the page history, you'll see that it's been edited by five different users in the past week. What it is is protected against edits by new and unregistered users, so as a new user with no edits to other articles, you aren't able to edit it.

This was done recently because of one editor who was repeatedly making inappropriate edits to the page and has now had to be permanently blocked from editing. Unfortunately, although we tried hard to help him and improve the article, he simply didn't understand what we were telling him so we reluctantly had to prevent him from doing any further damage. In such cases, it's common for the blocked user to create an alternative account to try to get around the block - which is exactly what he did. That's the reason for the protection. It doesn't mean you'll never be able to edit it, just that you will need to have made a certain number of edits to other articles before your status will reach the level required to pass the protection. Hi. There is no problem with you working on the articles. You are new, and naturally you will do things that aren't 100% in keeping with the guidelines. I still make plenty of mistakes myself.
