It's worth remembering that not every single organisation in the world qualifies for a Wikipedia article. If you can't find those secondary references, then perhaps an article is not appropriate. Instead, you could add information about the Police Force to Cornwall, Ontario? Additions to existing articles are easier to do, as you can use primary references that confirms the existence subject and the notability requirements aren't as high.
