lists.wikimedia.org. Third is to email the Arbitration Committee at arbcom-l lists.wikimedia.org. You may also want to read the standard offer as a way to help you come back and appeal your ban. Creating additional sock puppets in the meantime only drains the community's patience and makes it less likely that you will be freely able to edit here again.
