@Webmaster CC: Images need to be released for use by the verified copyright holder. A statement on a talk page will never be accepted as valid authorization.
Releasing an image for use on Wikipedia means that the owner is also releasing it for use by anyone in the world, free of charge and in perpetuity. This means anyone can copy, re-use, distribute, and/or adapt the image into derivative works, including those for commercial use. Once granted, this permission is both permanent and irrevocable.
