Compulsory, as defined, is something required by a law or a rule. Here is the actual Census and Statistics Act of 1905. According to Part IV Section 14, failure to answer questions regarding the census is considered an offense. Along with this, official Australian government websites such as the one linked to earlier all state that taking the census is required by law. Finally, there are reportedly fines issued out to Australians who do not take the census.
