I have contacted the admin who instituted this block. The block was done at the behest of a Checkuser. Checkusers are a small select group of admins who have accesses to sensitive technical information, and as such, generally need to be contacted to sort out the nature of their blocks. If he gives the OK, we can issue what is called an IP-block exemption. This is a special flag that will attach to your account to let you edit around the IP-block that seems to have caught you. This special user right has some additional responsibilities and restrictions associated with it, and you should probably take this time to read WP:IPEXEMPT and let us know if you can abide by the rules of this additional right.
