Hi Chronocosmos, and thanks for leaving feedback. To reduce vandalism on Wikipedia, only autoconfirmed editors are granted file upload rights. You can do one of three things:
- Upload to Wikimedia Commons instead, and source the file from there.
- Request confirmed status early.
- Wait four days and amass ten edits, thus becoming autoconfirmed.
I recommend the latter, personally. If you need help with uploading, you can ask at my talkpage or the helpdesk.

Logo edit
Hi there,
I would suggest you to add a new version of the file with the logo, if you have the new logo. Click on the logo, find "File history", and go to "Upload a new version of this file". I guess it is a simple and easy way.
