Until you have made 500 edits, you may not edit any content relating to the Arab-Israeli dispute

This is a special rule relating to the discretionary sanctions in this area. You'll find that there are some articles dealing with the dispute that you literally cannot edit. But the discretionary sanctions relate to any content in any article relating to the dispute, so you need to be careful not to make such edits. I see you've been given a link to the decision.
