I understand, but the guidelines clearly state that the player has to play a fully pro league match or cap for the senior national team to meet WP:NFOOTBALL. It's easy to speculate whether or not it is certain that both players who see some action, but Wikipedia does not operate on that per WP:CRYSTAL. If they do play in a fully pro league match (which for them is the United Soccer League), then we can always ask the person who deleted the article to restore it without having to recreate it. Also, even though it really isn't mentioned on the guideline, a U.S. Open Cup match between two fully pro clubs also meets NFOOTBALL. Of course WP:GNG is the first priority, but looking for significant coverage is not that simple. The way I do things here, unless I'm entirely sure there's significant coverage on a player, I usually wait until they meet WP:NFOOTBALL before I create an article.
