• WP:COI discusses how to act when you have a financial conflict of interest regarding a subject covered by Wikipedia. Since this is the case for you, I urge you to familiarize yourself with the limitations and scrupulously follow them. In brief, you should limit yourself to making suggestions and offering input at the article's talk page (as you have already done), without editing the article directly. Please also be aware that some editors here are suspicious of (or even hostile toward) editors with a declared conflict of interest, and so a calm demeanor and thick skin can help to defuse conflict. (The Plain and simple conflict of interest guide may also be useful—and easier—reading.)
• WP:NPOV discusses one of the central pillars of Wikipedia: the neutral point of view policy. The goal for the article should not be to remove all positive or negative material, but to present a properly balanced summary of the reliable sources that have been published about the subject.
• WP:RS discusses how to assess a potential source for its reliability with respect to an article. As you make suggestions for this article, it will help if you provide sources that are likely to be accepted as reliable by other editors, and that those other editors can independently access and assess for reliability and pertinence.

Re edit request

Does Mr. Kadi have an official website that gives his preferred English transliteration of his name? I would much prefer to cite that as an authoritative source when making the change that you have requested, instead of trying to pick one news source's style over another's or basing it on an on-wiki discussion. I have no reason to doubt your authenticity as Mr. Kadi's representative, and thus could rely on your word as to his preference; but it would be a much more solid basis if I could rely on an external source that officially represents him. @Alanyst:Thank you for your message. Mr Kadi does not have a personal website as such, but when reporting on the developments in his case, my firm has made numerous references to Mr Kadi on our website by his preferred name, for example: http://www.carter-ruck.com/news/read/sheikh-yassin-abdullah-kadi-is-de-listed-by-the-un-al-qaeda-sanctions-commi and http://www.carter-ruck.com/images/uploads/documents/Kadi_Press_Release_Re_General_Court_Decision-300910.pdf. As Mr Kadi’s UK lawyers, my firm (in which I am a Solicitor) has co-ordinated the legal cases in which he has been involved worldwide, and we continue to be Mr Kadi’s principal legal representatives. I trust that these references on our website will therefore be sufficient, but I would be happy to consider what other references can be provided if you feel that further sources are required. @Alanyst: I am posting here some amendments that I have requested via the article's Talk page, and which I should be grateful if you would consider. Please do let me know of any additional information that I might provide to assist, as Mr Kadi is concerned for the article to be both accurate and up to date. I anticipate proposing some further changes to the page in due course and would welcome any views on how best to progress these.

Introduction

After “blacklist” and before the sentence beginning “On 26 November 2014” in the penultimate line of the introduction, I suggest adding the following to summarise Mr Kadi’s 2012 de-listing by the EU:

“By Commission Implementing Regulation 933/2012 of October 11, 2012 the EU removed its restrictive measures against Kadi. In its judgment of 18 July 2013 in Kadi II, the Grand Chamber of the European Court of Justice, comprising thirteen judges, confirmed the General Court’s annulment of the EU sanctions imposed upon Kadi in November 2008. The Court ruled it was ‘clear that no information of evidence has been produced to substantiate the allegations of the Muwafaq Foundation’s involvement in international terrorism in the form of links with …Al Qaeda. In such circumstances, the indications of the role and duties of Mr Kadi in relation to that foundation are not such as to justify the adoption, at European Union level, of restrictive measures against him’.”

Early Life and Family

Mr Kadi in fact has six sisters rather than five. I note that the source currently referenced does not support the statement that he has five sisters, and I would refer to page 23 of the statement dated 17 December 2001, filed in connection with his claim against HM Treasury.

In the second paragraph, I propose amending “subsequently moved to Chicago” to read “subsequently became an intern at the architectural firm Skidmore Owings and Merrill in Chicago”

Business and nonprofit ventures

Mr Kadi became the vice president of the Jamjoom Group in 1981, not 1980, and this is confirmed in his witness statement of 17 December 2001, filed in connection with his claim against HM Treasury.

The sentence beginning “A similarly named organization, Muwaffaq Ltd…” is not properly referenced and I suggest this is removed. Muwaffaq Ltd was in fact a commercial vehicle of Mr Kadi and had nothing to do with the charitable activities of the Muwafaq Foundation. However, I do not have any references to third party sources in relation to this.

I propose that the paragraph beginning “Plaintiffs who have filed a suit against Qadi…”, this sentence is extended to take account of Mr Kadi’s denials of this allegation, so that it continues “…an allegation Mr Kadi has repeatedly denied” .

In the paragraph beginning “In 1994, Qadi helped raise the original…”, I believe it is important for this section to make clear that Mr Kadi no longer had any interest in Ptech, Inc. at the time of its closure. I would suggest that the following is added as a new, penultimate sentence of this paragraph: “Qadi had by then divested himself of all his interests in the company on 4 October 1999”

Terrorism Blacklist - 1991: Loan Linked to Hamas

In this section, I believe any references to Mr Salah should be expanded to make it clear that he was acquitted of terrorism charges by a Federal Jury in a Chicago court on 1 February 2007.

December 2002: Brisard report given to UN Security Council

This section refers to a report submitted by Jean-Charles Brisard to the UN Security Council. For the reasons set out in the link below, I consider that the first source cited under this heading should not be relied upon and I would suggest that this section is therefore deleted completely. However, if you believe it should be retained, I propose that the opening paragraph under this heading is extended to include the following:

“Contrary to claims made by Brisard, the former president of the UN Security Council, Alfonso Valdivieso, later confirmed that Brisard’s report was unsolicited and that he had not been commissioned by the UN to produce a report on terrorism financing. I am a solicitor within Yassin Kadi’s legal team based in London, Carter-Ruck. I have previously made edit requests in respect of the article regarding Mr Kadi. However I continue to have concerns with certain aspects of the article, and some suggestions as to how it might be improved. I posted several suggestions to this User Talk page on 21 March 2016 and to the article's Talk page on 4 March 2016, which do not yet appear to have been reviewed. I should be grateful if an administrator would review the suggestions and consider whether these or similar edits might be appropriate. I've reviewed the first half of your request:

• Introduction -  Not done, introductions are meant to be an overview of the article with more detailed prose in the body.
• Sisters -  Done
• Architectural firm -  Done
• Year @ Jamjoom Group -  Not done, the requested source document is a primary source and cannot be used here. One of the secondary sources says "1980s" so I'll use that instead.
• Remove Muwaffaq Ltd -  Done, I agree. The source does not support the sentence initial portion of the sentence nor does it explain how it was tied to subject.
• Denials -  Done Reasonable request for balance w/ source

I welcome the review by TParis (talk · contribs) of the first half of my edit requests above of 21 March 2016 to the Yassin Kadi article. TParis invited another editor to review the last half of those requests, and I should be grateful if an editor would now do so (from “In the paragraph beginning…” under the heading “Business and nonprofit ventures”).

On the subject of the Muwafaq Foundation I also ask that editor considers adding a further subsection under Legal Action, detailing the judgment of the European Court of Justice of 18 July 2013: I believe the references to Mr Kadi’s involvement with the Foundation should in the interests of balance be set in the context of the explicit findings of the highest court in Europe on the subject, which confirm that in the court’s view no evidence had been provided that the Foundation was linked to terrorism.

I had suggested some referenced wording in relation to that Court decision, under the “Introduction” heading in my edit requests of 21 March 2016, but TParis understandably regarded these as too detailed for the article’s Introduction. In view of that may I respectfully suggest that such wording would be appropriate for a new subheading, perhaps entitled “July 2013: European Court of Justice upholds General Court ruling in Kadi’s favor”, within the “Legal Action” section.

In particular, I think it is important for the article to include the Court’s finding, at paragraph 153 of its judgment, that it was “clear that no information of evidence has been produced to substantiate the allegations of the Muwafaq Foundation’s involvement in international terrorism in the form of links with Makhtab al Khidamat/Al Kifah and Al Qaeda.”

Additionally, TParis had approved the removal of the sentence relating to Muwaffaq Ltd under “Business and nonprofit ventures”, but does not appear to have implemented this – please can an editor now do so.

Please can an editor also consider the removal (or suitable amendment) of the “Tied to Muslim Brotherhood” and “BMI” subsections under “Terrorism blacklist”. Mr Kadi has never been associated with the Muslim Brotherhood and strongly contests the claims of supposed “counterterrorism experts” in these sections. I have noted that all of the references cited at [46] to [51] in the article are in fact from blog articles containing unsubstantiated allegations against Mr Kadi, or do not link to reference material at all. There are also several references in this section (and elsewhere) to the writings of Victor Comras, who I would invite an editor to regard as a highly unreliable source. For example, Mr Comras’ book Flawed Diplomacy, which is cited at [43], makes a number of claims that are demonstrably untrue, including that Mr Kadi brought his claim “before the Office of the European Community’s advocate general, a sort of super-ombudsmen”, or that Advocate General Maduro “agreed to espouse Al Kadi’s (sic) cause before the European Court of Justice” (p.98). The Advocate General’s Opinion makes it clear that these statements are untrue, as does Wikipedia’s article on the European Court of Justice and Mr Comras has regrettably misdescribed the role of the Advocate General in proceedings before the European Court of Justice. In view of these errors I respectfully suggest Mr Comras is not to be treated as a reliable authority.

Furthermore, this section refers to “Dr. Ahmed El-Kadi” and the “El-Kadi” family of Cairo. Mr Kadi has no relation at all to that family, and in fact the source at [52] does not even suggest that he does, yet this is still included in the article to suggest linkage to the Muslim Brotherhood. Can this reference to Dr Ahmed El-Kadi and the Muslim Brotherhood therefore be removed please.

I would be happy to provide further references where possible, should an editor require them, although with claims such as “ties to Muslim Brotherhood”, it is difficult for Mr Kadi to prove a negative. There are further edits that I will propose to improve this page, and I would welcome guidance on how best to proceed with these. I should be grateful for an administrator's assistance in seeking the review of my outstanding edit requests for the Yassin Kadi page. On 20 April 2016 I asked that an editor review the second half of a number of edits that I had suggested on 21 March 2016 (an editor had previously reviewed only up to my first request under "Business and non-profit ventures"). I also raised some additional requests, as well as concerns at some of the allegations contained in the article and the source references for them. However an editor has yet to engage with these requests.

More widely, I feel that several sections of this article, including some that make serious allegations, do not comply with Wikipedia's BLP standards as to balance, association fallacy (such as the section headed "1993: Al Qaeda moves to Boston"), unsourced or poorly sourced material, no original research and misuse of primary sources (for example, the entire section headed "Continues to work for National Commercial Bank", which is referenced only by a US district court complaint document). I acknowledge and understand the principles of free speech and the policies of Wikipedia. I am openly amending this BLP page as my edit requests correcting unsupported and/or inadequately referenced statements and allegations have not been taken live. I am mindful of Wikipedia’s policies and would add that I am focussing on preserving neutrality, correcting factual inaccuracies and providing independent references for ease of verification.
