I am not sure what are official policies in this respect, and don't want to waste my time to find it out; though the common sense tells me that H51bjCKERK most probably is a new account created by an experienced Wiki user, and either his old account is blocked for some past violations, or he intends to behave a wrong way without reputation losses for his primary account.
