The nature of your edits gives the impression you have an undisclosed financial stake in promoting a topic, but you have not complied with Wikipedia's mandatory paid editing disclosure requirements. I'm not a sock nor am I connected with the sock. I was appointed by the client to create the page and he sent me the file. I was about to disclose the COI notice on my userpage after 331dot has explained me the rules. But I got blocked before I could do so. Please unblock me.

You have made an unblock request, which another administrator will review. Paid editing is permitted if disclosed, but you are not blocked for undisclosed paid editing, you are blocked for being a sock puppet or meat puppet. It's doubtful that you will be unblocked to edit about your client or other clients. As I said, you should inform your client that his efforts to promote himself on Wikipedia are getting people like you blocked, and he should cease those efforts and allow an article about him to be developed organically, through an independent person wholly unconnected with him taking note of his career in independent reliable sources and choosing to write about him on their own. Trying to force the issue by paying someone to do it isn't often successful. He should also be aware that there are good reasons to not want an article about himself. @331dot, I've shown him the message. And the thing is, he didn't hire anyone in the first place. It was the editor who organically created the page, and then contacted him via Facebook. And he asked for honorarium. And then he got blocked for some internal reasons, hence my client's page got deleted. Now, my client is definitely notable, as there was a deletion discussion held previously, the result was "keep", as the subject is well enough notable. Now, despite meeting the notability or being worthy of an article, my client is not getting one due to one user's internal conflicts.
Is there a place in Wikipedia where I can request an article to be created? As you stated, "through an independent person wholly unconnected with him taking note of his career in independent reliable sources and choosing to write about him on their own."
Also, I'm not paid by him (rather I have a COI, we have mutual contacts, there's no financial gain involved regarding me and Avik, maybe I shouldn't refer him as my "client".)
Nor did he pay the sock. He was about to pay as the sock asked him for money, but before that the sock got blocked also page got deleted. Then he again created another account and created the page again, and knocked my client again via social media, and again asked for money. My client (acquintance) was, yet for another time, about to pay him as he asked for money or else stated that he'd delete the page. My acquaintance does not by himself pays/paid anyone to create page. The editor asked for money twice, and before Avik sent the money, the page got deleted. And I had a saved file, which I used in that draft.

It sounds like the other editor may have been trying to scam Mr. Anwar. Most legitimate paid editors will not demand payment prior to publication or threaten the draft with deletion if they are not paid. Mr. Anwar should not give money to anyone about this. An article can be requested at Requested Articles- but it is severely backlogged with tens of thousands of requests, any request he makes may not be acted on for some time, if ever.
