The thing is that we have rules and restrictions on bots and bot accounts, since they can cause a lot of damage in a very small amount of time if used improperly: you can read up about them at the bot policy page, but the quick-n-dirty version is that bots must be approved by the bot approvals group and officially added to the "bot" usergroup before they are run in earnest. You need to take this up with BAG before this account is unblocked. Thanks for trying to improve Wikipedia with a bot, though!
