Request reason:

I do not understand why they block me, it's really chaotic, they do not specify where I'm supposedly doing promotion, I'm just creating a biography of a young Mexican-American actress, I only publish her biography but you say it's promotion, but without indicating what they are the parameters to consider a biography in that way. Now, what harm can the information of a girl talenro to wikipedia? I still do not understand their "policies", I'm just helping Victoria to have her wikipedia in English since we have another one in Spanish.

Decline reason:

You didn't publish a biography, but what was essentially a resume, which is very different. You also clearly have a conflict of interest and may be a paid editor; please review the information at those links. It seems that you are too close to this actress to be able to write about her with the neutral point of view required of Wikipedia. Also note that persons do not have "a Wikipedia"; Wikipedia hosts articles about subjects shown to be notable. Those articles do not say what the subject might want them to say, but summarize what independent reliable sources state; IMDB is not such a source as it is user-editable. You will need to better disclose your connection to this actress and indicate what you will edit about instead of her as editing about her directly is not likely to be permitted.
