I believe that might solve the copyright problem once it has been processed by the OTRS people. However it does not begin to solve the other problems with the article you wrote. Since you appear to identify with the subject of the article, you have what we call a conflict of interest; please read that guideline carefully, and also Wikipedia:Autobiography, which explains why people are discouraged from writing about themselves here. Also, as so often happens, the tone of the webpage is quite unsuitable for Wikipedia, where it would seem unduly promotional. You might also like to read about notability and our criteria for deciding who does and who does not have an article here; WP:ARTIST is particularly relevant. well if i put my page under WP:ARTIST , the problem will be solved? would you please help me to create a new page without any problem again?

and the reasons i think that i should make this page are : 1- Idin Samimi Mofakham is an internationaly known composer who had several commissions and performances around the world during past 5 years. 2- he have at least 2 international prizes. 3- he is a FOunder of two known events in Iran, 1-Migrain experimental music band ( who still working worldwide and their lasr performance was in Spain some months ago) and second event is he is a founder of music composition department in Iran. 4- not like other Iranian composers who only works locally he was invidet as artist in residency in at least 4 known festivals during last 2 years and he have more invitations for the next years already. 5- he is head of departments in 2 places in Iran "Head of composition faculty at Music Department of University of Applied Science and Technology (Since 2011)" and "Head of Theory and composition faculty at N.A Music Academy in Tehran (Since 2011)"

as i told you the copy right problem is already solved, so if you please help me to put it in a right way i really do appreciate your help.

I don't know if you've read the links I provided above, but between them they explain why it is not a good idea for you to pursue this. I'm sorry if that sounds discouraging. The usual advice in a situation like yours (which is quite a common one) is to wait until someone without a conflict of interest writes the page. If he is truly notable that will happen soon enough.
