Regarding the ALI and MPC and the "substantial capacity test" deletion, on such a large deletion you are supposed to discuss it first on the "Discussion" page.

On first glance the "substantial capacity test" appeared to be different from MPC. "Finally in 1962 the MPC was completed and published" writes an online dictionary. "substantial capacity" has little history.
