Sorry, my page is used by someone else and he said he knows the policy, but suddenly he made a bad mistake.

Decline reason:

Sorry, but we cannot unblock accounts that have been compromised (that seems to be what you are saying) without being able to confirm that they are again under the control of the original accountholder (WP:GOTHACKED).
