Hi, for File:Vilensky pamyatnik 01.jpg the license granted by the web site is not suitable for Wikipedia. We cannot have it restricted to educational or Wikipedia use only. Instead it has to be free for all uses and for modification. For this sort of picture we also need to check for freedom of panorama for the statue.
