Proposed three-strike solution on FG page

I've proposed a three-strike solution in response to some editors' behavior. Some appear to deliberately disrupt any consensus process, and would gladly see an edit war take place just so that their heavily-edited version is kept thanks to an administrator protecting the page by locking it down.
