Request for IP block

Hi, would there be a chance for you to delete the article 22nd Presidium of the Communist Party of the Soviet Union, and move the 22nd Politburo of the Communist Party of the Soviet Union to the 22nd Presidium [...] article when you're finished? Hello! I am very new here (I wrote a paper on how accurate Wikipedia is and the sheer accuracy of something editable by everyone amazed me and made me want to get involved) I was hoping to maybe translate articles for the Japanese Wiki and also expand and clean up some in English (I am a native English speaker but I started learning Japanese very early on and am fluent; I noticed for example https://en.wikipedia.org/wiki/Concert_of_Europe is a kind of major article yet has no entry on the Japanese Wiki) but I don't really know how stuff works. I noticed you were an admin, could you either explain to me how to translate an article (I obviously should not edit the article on the English Wiki, do you know of any button specifically for translation?) or point me to a tutorial? Or do I just create it on the Japanese Wiki? Also, do you know of any good tutorials on how Wikipedia's code works as I can code in many languages (Python, HTML, CSS, C++, PHP) but I have no idea what Wikipedia's editor uses. Is it just HTML?
